Bend market overview
Travelers come to Bend for a high-desert town that has made outdoor access a way of life: the Deschutes River runs straight through downtown and the Old Mill District, with river floating and paddling all summer, singletrack and climbing at every edge of town, and one of the country's densest craft-brewery scenes to come home to. Summer is the peak: June through August carry the year's strongest nightly rates and fullest calendars, with July on top. September holds a warm, quieter shoulder. Winter is Bend's second season — Mt. Bachelor sits just west of town up the Cascade Lakes Highway, and ski demand lifts February and March bookings well above the late-fall lull, though winter never rivals summer here. November is the quietest month of the year, caught between mountain-bike season and reliable snow.

Vacation Rental Taxes and Regulations in Bend, OR
Can my Bend home be a short-term rental?
Yes. The City of Bend permits short-term rentals across much of the city and regulates them through a land use permit and an annual operating licence. The main constraint is spacing: a whole-house rental in the city's residential zones, and in most of the Mixed-Use Riverfront zone, must sit at least 500 feet from the nearest permitted whole-house rental, so eligibility is address-specific — the city's short-term rental page includes an eligibility map. Owner-occupied rentals of up to two bedrooms, and whole houses rented 29 days or fewer a year across no more than four rental periods, are exempt from the spacing rule. Homes with Bend addresses outside the city limits fall under Deschutes County instead, which requires no land-use permit and no rental licence — only tax registration.
The permit, then the licence
Inside the city the sequence runs land use permit first, from the Planning Division, then an operating licence application within 60 days of approval. The licence application requires an active City of Bend business registration, a fire-safety self-inspection, a parking diagram for guests, the Good Neighbor Guidelines posted in the home, and written notice of a 24/7 emergency contact delivered to every neighbor within 250 feet. The licence renews annually; renewal requires proof the home hosted at least one stay in the licence year and current room-tax reporting.
Lodging taxes
Inside city limits, the City of Bend levies a room tax of 10.4% of gross rental revenue, remitted monthly after registering for a Certificate of Authority through the city's Online Permit Center. Outside city limits, Deschutes County levies an 8% transient lodging tax in the unincorporated county, filed through its MUNIRevs portal under a Certificate of Authority renewed annually. The Oregon Department of Revenue administers the state transient lodging tax on top of either, filed quarterly through Revenue Online.
How Fairly handles it
Fairly collects and remits the state and local lodging taxes on every booking, registers your home for the room tax it remits, and assists with the land use permit, the operating licence, and each annual renewal — including the proof-of-use and reporting record the renewal turns on.
Operating a vacation rental in Bend, OR
Bend operates on two peaks, and the work follows both. Summer means back-to-back turnovers through July and August, bikes and paddleboards in constant rotation, and cooling that has to hold through hot, dry afternoons. Winter guests arrive for Mt. Bachelor with gear to stow, and high-desert cold brings icy driveways and freeze risk on exposed plumbing. The city's operating licence adds obligations that continue after approval: room-tax reporting has to stay current, the licence renews every year with proof the home actually rented, the Good Neighbor Guidelines and a parking diagram stay posted in the home, and neighbors within 250 feet must hold current 24/7 emergency-contact information. Fairly's caretaker is built for that last rule — a single point of contact who lives nearby, answers around the clock, and handles turnovers in person.
Frequently asked questions
Do I need a permit to rent out my home in Bend?
Inside city limits, yes — a short-term rental land use permit and an annual operating licence, and a whole-house rental in a residential zone must sit at least 500 feet from the nearest permitted whole-house rental. Outside city limits, unincorporated Deschutes County requires no permit or licence, only registration with the county tax office. Fairly assists with the applications and every renewal.
What lodging taxes apply to a Bend vacation rental?
Homes inside the city pay Bend's 10.4% room tax; homes outside city limits pay Deschutes County's 8% transient lodging tax; Oregon's state transient lodging tax applies everywhere. Fairly registers your home for the taxes it remits, and collects and remits them on every booking.
When does a Bend rental earn the most?
Summer, decisively — June through August bring the year's fullest calendars and strongest nightly rates, peaking in July. Ski season at Mt. Bachelor gives Bend a genuine second wind: February and March book well above the late-fall lull. November is the quietest month, caught between mountain-bike season and reliable snow.
