Can my Redmond home be a short-term rental?
Yes — and the first thing to settle is which government you answer to. Most homes with Redmond mailing addresses sit outside the city limits, in unincorporated Deschutes County, where there is no city permit, no business licence and no land-use approval for the use; registering for the county lodging tax is the whole of it. Inside the city, Redmond permits short-term rentals in residential zones, the Mixed Use Neighborhood zone and C2 property including the Downtown Overlay District. City code excludes triplexes, quadplexes, cottage clusters and multi-family complexes; a duplex unit qualifies if the other unit is owner-occupied or a long-term rental, and where a lot holds both a house and an accessory dwelling, only one of the two may be rented. Neither jurisdiction caps permits or keeps a waitlist.
Lodging taxes
Outside the city, Deschutes County levies a transient lodging tax of 8% of total gross rent on stays of 30 consecutive days or less. Non-optional charges are part of that gross rent — cleaning, pet and extra-person fees included. Inside the city, Redmond levies a 9% transient lodging tax instead, remitted monthly; the county tax does not reach inside city limits. The Oregon Department of Revenue administers the state transient lodging tax on top of either, filed quarterly through Revenue Online.
Registering your rental
County registration starts with the tax office: you give it the property address, it confirms the property is eligible for short-term rental use, then activates a MUNIRevs account and issues a Certificate of Authority.
