Yes. Rockaway Beach has a large licensed rental cohort and no ban. Which government you answer to depends on which side of the city line the house sits on. Most Rockaway Beach addresses are inside the incorporated city, which runs its own licence and its own lodging tax. The shore south of the limits — Twin Rocks, Watseco and Barview — and the unincorporated land inside the Rockaway Beach urban growth boundary belong to Tillamook County's separate programme.
The city licence
The City of Rockaway Beach requires a short-term rental licence for any stay under 30 consecutive days. It is issued to the owner for a licensing year running July 1 to June 30 and renewed annually. Council sets the number of licences available by resolution and reviews it each autumn; when they are all issued the city keeps a waiting list, and renewals take priority over new applications. A licence transfers with a sale, but the new owner has to notify the city within 30 days of closing. Renewal turns on continued compliance, no outstanding fines or lodging tax, and guest-registry proof of at least 30 rented days in the preceding twelve months. Outside the city limits
Tillamook County's Department of Community Development licenses rentals in the unincorporated county and caps them by geographic subarea. Rockaway Beach's unincorporated fringe falls into two of them — Barview/Twin Rocks/Watseco to the south, and the Rockaway Beach UGB subarea — each with its own cap and waitlist, and the county publishes which subareas still have licences available. A county licence requires a fire and life-safety inspection, proof of liability insurance and garbage service, and off-street parking verification.
Lodging taxes
Inside the city, a 10% transient lodging tax is owed to Rockaway Beach on the rent, filed quarterly. Tillamook County levies its own transient lodging tax as well — 1% on properties inside an incorporated city, 10% on unincorporated ones — also quarterly, and county tax registration is part of a complete county licence application. On top of either, the Oregon Department of Revenue administers the state transient lodging tax, filed quarterly through Revenue Online.
