Seaside market overview
Seaside is the north Oregon coast's classic beach town: the 1.5-mile Prom along the sand, Broadway's arcades and shops running down to the Turnaround, and Tillamook Head rising at the south end. It sits about ninety minutes from Portland, which makes it a weekend habit for the city and a stop on Highway 101 road trips.
Demand follows the summer. Among the top-performing homes, July and August run above 85% occupancy at the year's highest nightly rates, and June and September stay roughly two-thirds booked; the Hood to Coast relay finishes on Seaside's beach in late August. From November through February occupancy falls to about a third or less, carried by holidays, storm-watching weekends and events at the Seaside Civic & Convention Center. A home here earns most of its year in four months, so summer pricing and minimum stays decide the result. The Seaside Visitors Bureau lists what's on.

Vacation Rental Taxes and Regulations in Seaside, OR
Can my Seaside home be a vacation rental?
Yes, if it sits on the ocean side of town. Seaside licenses whole-home vacation rentals only west of the Necanicum River (Avenue U to 1st Avenue, and 12th Avenue to the estuary), west of Holladay Drive from 1st to 12th Avenue, and along Sunset Boulevard, Ocean Vista Drive, S. Edgewood Street and Avenue U at the south end. Homes east of the river and Holladay Drive cannot get a new vacation rental licence. Inside that area, no more than 30% of the tax lots within 100 feet may already be licensed rentals; the limit is 50% along Ocean Vista Drive and the west side of Beach Drive, and there is none on oceanfront lots or west of S. Columbia and N. Downing Streets. A property with an accessory dwelling unit, or a duplex or triplex on a single lot, cannot be rented short term.
The licence
The City of Seaside issues a short-term rental licence through Community Development, followed by an annual business licence. The rental must stay accessory to the home's use as your residence or second home, and the city allows one short-term rental licence per owner or ownership. The home is inspected before the licence issues and every year after. Outside the no-limit areas, a home not recently licensed waits 90 days between approval and licence. The licence does not transfer with a sale: a buyer has 90 days to honour existing bookings, then needs its own. Occupancy is three guests per bedroom, up to ten (twelve with sprinklers), with one off-street space per bedroom and at least two.
Local contact
Each rental names a local contact whose primary residence is in Clatsop County, available around the clock and responding to a reported problem within two hours. The owner gives the city, any homeowners' association and neighbours within 100 feet the contact's details in writing. Your Fairly caretaker lives nearby and can act as the home's local contact.
Lodging taxes
Seaside levies a 10% transient room tax, filed quarterly with the city. Clatsop County adds its 3% countywide transient room tax inside city limits, also quarterly; county registration issues a certificate of authority displayed at the home. The Oregon Department of Revenue administers the state transient lodging tax on top. All three apply to stays of 30 days or less.
How Fairly handles it
We register your home for the city, county and state lodging taxes, then collect and remit all three on every booking. We assist with the licence application and annual inspection, and your caretaker serves as the local contact.
Operating a vacation rental in Seaside, OR
Running a Seaside rental means a heavy run of turnovers from late June through Labor Day, then a long winter of wind, rain and salt air that is hard on decks, railings and exterior finishes. Winter checks matter here as much as summer cleans.
The city's licence conditions are part of the routine. Guests may not park on the street, so the off-street spaces have to stay clear and usable. Trash goes out weekly in every month, in bins fitted with wind latches. Hot tubs and fire pits can be used only between 7 a.m. and 10 p.m., with the hours posted, and the home keeps a working public-alert weather radio. Every licensed rental is inspected again each year. Your caretaker lives nearby, handles each turnover and walkthrough personally, and keeps the home ready for that inspection.
Frequently asked questions
Fairly charges a flat 20% commission on rental revenue, paid only when your home books, with no long-term contract and no hidden fees. It covers listings on Airbnb, Vrbo and Fairly.com, pricing through Seaside's summer peak, guest messaging, and collecting and remitting the city, county and state lodging taxes. Your caretaker is paid from the cleaning fee guests pay and a share of Fairly's commission.
Yes, if it sits west of the Necanicum River and Holladay Drive, or on the south-end streets toward Tillamook Head. Homes east of the river and Holladay Drive cannot get a new vacation rental licence. Inside the allowed area, a limit on licensed rentals within 100 feet applies, except on oceanfront lots and the blocks west of S. Columbia and N. Downing Streets.
Seaside allows one short-term rental licence per owner or ownership, and a licence ends when the home sells; the buyer has 90 days to honour existing bookings before needing its own. Further south, Rockaway Beach licenses rentals under a city cap with a waiting list, and its licences transfer with a sale.
Three lodging taxes apply to stays of 30 days or less: Seaside's 10% transient room tax, Clatsop County's 3% countywide transient room tax, and the Oregon state transient lodging tax. The city and county taxes are filed quarterly with each, and the state tax with the Department of Revenue. Fairly collects and remits all three on every booking.
