Oceanside is a small unincorporated community on the north Oregon coast, built into a hillside above the beach in Tillamook County. Travellers come for the view. Three Arch Rocks National Wildlife Refuge rises offshore, closed to the public but visible from nearly every deck in town, and a tunnel through Maxwell Point opens onto a second beach at low tide. Oceanside Beach State Recreation Site sits in the middle of the community and draws agate hunters through the winter.

Can your Oceanside home be a short-term rental?

Yes. Oceanside has a large licensed short-term rental cohort and no ban. It is an unincorporated community, so no city government is involved: Tillamook County governs, and its Department of Community Development both issues the rental licence and administers the county lodging tax.

One constraint matters before you buy. The county caps short-term rental licences by subarea, and the Oceanside cap is 149. Oceanside currently sits at that cap, so no new licences are being issued; applicants join an Oceanside waitlist and are invited to apply, in order, as licences lapse. The cap does not touch renewals, so a home that already holds a licence keeps operating. A licence issued under the current ordinance does not survive a change of ownership, so whether a house comes with an active licence belongs in the purchase negotiation.

Lodging taxes

Two apply. The Oregon Department of Revenue administers the state transient lodging tax at 1.5% of the amount charged for occupancy. Tillamook County levies its own, and because Oceanside is unincorporated the county rate is 10%. Registering for the county tax comes first: proof of registration is part of a complete licence application. County returns are filed quarterly, due at the end of January, April, July and October, whether or not tax was collected.

What the county licence requires

Applications go to Community Development with a site plan and floor plan, proof of liability insurance and garbage service, off-street parking of one space per bedroom, a signed hold-harmless agreement, and written notice to neighbouring owners. A county building inspector then checks the home against fire and life-safety code; no licence issues until it passes, and that inspection repeats every third year. Licences run one year, and a home has to be rented at least 30 days in the year to stay eligible for renewal. Nighttime occupancy is capped at two people per bedroom plus two, quiet hours run 10pm to 7am, and the owner or named contact person must answer a county noise complaint within 30 minutes.
