Short-term renting is allowed here
Crystal Beach is an unincorporated community on the Bolivar Peninsula. There is no City of Crystal Beach, so no municipal short-term rental ordinance, permit or city hotel tax reaches your home. Galveston County is the local government, and Texas counties hold far narrower authority over land use than cities do — the county runs no short-term rental registration or licensing program for the unincorporated peninsula. Your house can be rented nightly without a local permit.
The City of Galveston's short-term rental rules and registration apply inside the city limits, on Galveston Island; they do not carry across the bay.
Lodging taxes
The lodging tax on a Crystal Beach stay is the state hotel occupancy tax, administered by the Texas Comptroller of Public Accounts. It applies to a house rented for short stays exactly as it applies to a hotel room, is collected from the guest, and is remitted to the Comptroller. An owner collecting it directly registers with the Comptroller first, then files returns; where a booking platform has agreed to collect and remit the state tax, the platform carries that obligation.
There is no local layer on top: Crystal Beach has no municipal hotel occupancy tax, and Galveston County levies no county hotel occupancy tax on peninsula rentals. Unlike an owner on Galveston Island, you are not also filing with a city.
Local rules that affect operating
What Galveston County regulates on the peninsula is building and land, not lodging. The county's Floodplain Permitting Department permits development under its floodplain regulations and its Dune Protection and Beach Access Plan, and also handles driveway culverts, right-of-way work and subdivision platting. Those matter when you build, elevate or repair — not when you rent.
Guests do need one thing. Any vehicle, golf cart or ATV parked on Bolivar Beach outside the marked free zones must display a Bolivar Beach parking sticker from Galveston County Parks & Cultural Services. Stickers run by calendar year, expiring December 31, and are sold by mail, at the county parks office, by local vendors and by beach attendants. Recorded deed restrictions on your subdivision, where they exist, also still apply.
