Bolivar Peninsula is unincorporated Galveston County -- a census-designated place, not a municipality, with no city government over Crystal Beach, Port Bolivar, Caplen or Gilchrist. Two county rules reach your guests. Vehicles parked on Bolivar Beach must display a Bolivar Beach Parking Sticker unless they are in a designated free-parking stretch; stickers run by calendar year and expire 31 December. And county beach law bars glass containers, keeps vehicles off the dunes, caps beach driving at 15 mph, requires dogs on leash, and requires a driver's licence to operate a golf cart or ATV on the sand.
