Lake Lure market overview

Lake Lure sits in the Hickory Nut Gorge in Rutherford County, a mountain lake beneath the cliffs of Chimney Rock State Park. Travellers come for the water — boating, paddling, the town beach and boat tours from Washburn Marina — and for the trails at Chimney Rock and Rumbling Bald, within easy reach of Asheville, Hendersonville and the Charlotte region.

Hurricane Helene hit the gorge hard. The Town of Lake Lure held the lake low for more than a year for debris removal and dam work, then refilled it and reopened it for the summer season, with the beach, marina and floating boardwalk back in use. Chimney Rock State Park has reopened too.

The figures on this page cover the year the lake came back. July was the peak, with calendars about two-thirds full and the year's highest nightly rates, followed by June and August. September and October held steady into fall color, and February was the quietest month.

Vacation Rental Taxes and Regulations in Lake Lure, NC

Can my Lake Lure home be a short-term rental?

Yes. Inside the Town of Lake Lure, a residential vacation rental — a house, or in some districts a duplex, rented for stays shorter than 30 days — is a permitted use in every one of the town's residential zoning districts, operating under a vacation rental operating permit from the town. Some homes with a Lake Lure address sit outside town limits, in unincorporated Rutherford County, where the town's zoning does not reach and the county's code carries no short-term-rental permit. A home there needs only the tax registrations below.

Lodging taxes

Two taxes apply to every Lake Lure booking, inside or outside town limits. North Carolina sales and use tax applies to accommodation rentals at Rutherford County's combined 7% state and local rate, administered by the North Carolina Department of Revenue. On top of it, Rutherford County's 6% room occupancy tax applies county-wide and is paid to the Rutherford County Finance Office. The town levies no occupancy tax of its own. Both taxes are charged on the full amount the guest pays, cleaning fees included.

Registering your rental

Start with the taxes: a North Carolina sales and use tax account with the Department of Revenue, and registration for the Rutherford County occupancy tax. The county return is filed monthly, due by the 20th of the following month, and a month with no bookings still gets a return showing no tax due.

Inside town limits, the vacation rental operating permit comes next. The application asks for proof of that county registration, a site plan with one off-street parking space for every two rental bedrooms, a bedroom count matching the county's property record, the rental agreement, a commercial boat permit if a boat comes with the rental, and, on town sewer, a licensed professional's certificate that the connection is free of leaks. The town inspects the home before issuing the permit and notifies the neighbouring owners by mail once it does.

Rules that come with the permit

Overnight occupancy is capped at two guests per bedroom plus four, and no more than twelve. Homes in the R-1 through R-1D and M-1 districts may not display signs advertising the rental.

How Fairly handles it

Fairly registers your home for North Carolina sales tax and the Rutherford County occupancy tax, collects both on every booking, and files and remits the returns, including the monthly county return. Inside town limits, we also assist with the vacation rental operating permit application and with keeping the home within its conditions.

Operating a vacation rental in Lake Lure, NC

Inside town limits, a Lake Lure vacation rental operating permit comes with conditions that apply to every stay. The operator's name and a 24-hour phone number are posted on the outside of the house, and the operator keeps a line answered by a live person whenever the home is rented. Guests park only in the spaces shown on the permit application, household trash goes in animal-resistant containers, and every guest acknowledges the town's rental addendum before arrival. Any boat offered with a rental — kayaks and paddleboards included — needs a commercial permit from the town.

The lake keeps its own calendar: the town draws it down for dam, dredging and shoreline work, and has another drawdown planned for the coming winter, so a lakefront listing has to be clear about the water in the off-season. Turnovers stack up from June through August.
