Lodging and occupancy taxes
California has no state lodging tax and does not tax room rent, so the city's Transient Occupancy Tax is the only lodging tax here. It covers every stay under one month, is administered by the Office of the City Treasurer, and its rate varies by tax zone. You register for a Transient Occupancy Registration Certificate first, then collect the tax from each guest and remit monthly, due the last day of the following month. Owners renting more than six days a year also owe the city's Rental Unit Business Tax.
Registering your rental
Short-term rentals are legal throughout the City of San Diego, in every zone. Renting for under a month requires a Short-Term Residential Occupancy (STRO) license from the Office of the City Treasurer. The tax registrations come first: an active TOT certificate and a paid Rental Unit Business Tax account are prerequisites.
Tier 1 covers part-time renting of twenty days a year or less, and Tier 2 covers home sharing where you live on the property; neither is capped. Whole-home renting beyond twenty days takes a Tier 3 license outside the Mission Beach Community Planning Area, or Tier 4 inside it. Tier 3 is capped at one percent of city housing units outside Mission Beach, Tier 4 at thirty percent of Mission Beach's, with a lottery when applications exceed a cap. Tier 1, 2, and 3 applications are open and Tier 3 licenses remain available. Tier 4 is closed with a full waitlist, so a Mission Beach whole-home license cannot be had at present.

Tier 3 and Tier 4 homes must be rented at least ninety days a year with quarterly utilization reports, and guests must book two consecutive nights minimum. You designate a local contact who answers complaints within one hour, post a notice outside the home showing the license and TOT certificate numbers, and include both in every advertisement. Accessory dwelling units cannot be rented short-term, and homeowners association rules apply on top.
