Short-term rentals are legal in Scottsdale
Arizona law (A.R.S. 9-500.39) limits how far cities can restrict short-term rentals, and Scottsdale regulates through an annual license rather than a cap. Every property renting for stays under 30 days needs its own City of Scottsdale license, renewed each year at $250 per property. The one prohibition worth knowing up front: a rental may not operate as a commercial event venue for weddings, corporate events or large parties.
Lodging and occupancy taxes
Short-stay income is subject to Arizona transaction privilege tax (TPT) under the state's transient-lodging classification, together with Maricopa County's share. Scottsdale adds its own privilege tax on the rental plus a separate transient tax on stays of less than 30 days. All of it is licensed and filed through the Arizona Department of Revenue on a single TPT return — there is no separate city tax filing — and your TPT license number must appear on every advertisement for the property. Registering your rental
The sequence matters, because the city application asks for your TPT number. First obtain a TPT license from the Department of Revenue at AZTaxes.gov, listing Scottsdale as a region code. Then apply for the city's short-term rental license. Within 30 days of receiving it, notify the neighboring properties — the notice must carry the license number, the property address, and the name and 24-hour phone number of an emergency contact — and attest to the city that the home carries at least $500,000 in liability coverage. Separately, register the home as a residential rental with the Maricopa County Assessor; state law makes it illegal to take a paying guest before that registration exists.
