Where your home sits decides the rules

A Myrtle Beach postal address is not the same as a Myrtle Beach city address. A large share of what mails as Myrtle Beach — Carolina Forest inland, the stretch running south towards Surfside Beach, and pockets in between — is unincorporated Horry County, and county rules govern there. The city limits are the line, and the city's Planning & Zoning Department publishes a zoning and city limits map that settles a specific address.

Unincorporated Horry County licenses rentals rather than restricting them

The county has no separate short-term-rental permit. What it requires is an annual Horry County business licence, and Planning and Zoning must issue a zoning compliance for the address before the Treasurer's office will issue that licence. The county licence year runs May through April.

Inside the city limits, zoning decides eligibility

The City of Myrtle Beach allows short-term rentals only in the districts mapped for them. Any district whose name starts with R is excluded, with the single exception of RMV (Residential Multifamily Visitor), and a property in a district that does not allow the use cannot be converted to it — a handful of houses in traditional residential zones are grandfathered from before the current zoning. Where the zoning does allow it, a city business licence is required, and the city licence year runs June through May.

Lodging taxes

South Carolina taxes any stay of fewer than 90 consecutive days at 5% sales tax plus a 2% state accommodations tax, filed with the Department of Revenue by the 20th of the following month. Horry County's two 1% local sales taxes ride the same return, and inside Myrtle Beach a 1% tourism development tax does too — so the Department of Revenue collects 9% on an unincorporated rental and 10% on one inside the city.

The local charges are billed separately. Outside the city limits, Horry County levies a 3% hospitality fee on transient rental proceeds, due to the County Treasurer by the 20th. Inside the city limits that county fee drops to 1.5%, and the city adds a 0.5% local accommodations tax and a 1% hospitality fee, remitted monthly to Myrtle Beach. The full stack is 12% outside the city and 13% inside it.
