Newport market overview

Newport, the Lincoln County seat, sits where US 20 from the Willamette Valley meets Highway 101 at Yaquina Bay. Travelers come for the Oregon Coast Aquarium, the sea lions and fishing fleet of the working Bayfront, the galleries and beach access of Nye Beach, and the lighthouse and tide pools at Yaquina Head on the north edge of town. Summer sets the year: July and August run near-full calendars at the highest nightly rates, and June and September stay strong on either side. Demand steps up in March with spring breaks and holds through May, then eases through October. November through February is the quiet season, when a top home earns about a quarter of its midsummer month, and storm watchers and weekend visitors from Portland, Salem and Corvallis carry the calendar.

Can my Newport home be a vacation rental?

Inside city limits, location decides it. Homes with a Newport address outside the city limits fall under Lincoln County instead, covered below. Newport allows whole-home vacation rentals only in its Vacation Rental Overlay Zone: the land west of Highway 101 from NW 12th Street south through Nye Beach to the bay, the Bayfront along Yaquina Bay, the city-centre blocks east of 101 between the bay and NE 1st Street out to Grant Street, and, across the bridge in South Beach, the land west of 101 south to SW 95th Street. The city's short-term rental page links the overlay map. Outside the overlay, including the neighbourhoods north of NW 12th Street and South Beach east of the highway, a home cannot start a new vacation rental, and an existing one ends when the home sells. Home shares, where the owner stays overnight, are allowed in every residential and commercial zone.

The cap and buying a licensed home

The overlay is capped at 176 vacation rentals, with one rental building per street segment. When the cap is full, new endorsements go to a first-come, first-served waiting list, and the city releases openings once a year after renewals close. A licensed rental inside the overlay that sits in or beside a commercial or water-related zone can pass to a buyer without the waiting list; the city's list of active licences marks which ones are licensable on sale. Other licensed homes must qualify under the cap and spacing rules again when they sell.

Licensing and renewal

Every short-term rental needs a city business license with a short-term rental endorsement before it is advertised. Community Development first signs a land use statement covering the site plan, floor plan, parking and landscaping. The endorsement application then names a local representative within 30 minutes of the home and shows $1 million in liability insurance, and the Fire Marshal and Building Official check the home before the first endorsement issues. Occupancy is two guests per bedroom plus two, up to five bedrooms, with one off-street parking space per bedroom. Endorsements run from July 1, must be renewed by August 15, and renewal requires room-tax records showing at least 30 nights rented that year.

Lodging taxes

Newport levies a 12% transient room tax on stays under 30 days, administered by the city's Finance Department and remitted monthly. The Oregon Department of Revenue administers the state transient lodging tax on top, filed quarterly. Lincoln County's transient lodging tax applies only in the unincorporated county, so it does not reach homes inside Newport.

Outside the city limits

In unincorporated Lincoln County the city's overlay, endorsement and room tax do not apply. Short-term rentals are legal there under a license from the Lincoln County Sheriff's Office, which caps licenses in each of seven regions and keeps a waitlist for every region that is full; the Sheriff's Office publishes how many remain. Stays carry the county's 12% transient lodging tax, collected by the Lincoln County Treasurer and filed quarterly, plus the state tax. Our Waldport page explains the county program in more detail.

How Fairly handles it

Fairly registers your home for Newport's room tax or the county's lodging tax, collects and remits the local and state lodging taxes on every booking, and files the returns. We assist with the land use statement, the endorsement application, its inspections and the annual renewal, and your caretaker lives close enough to be the 30-minute contact the endorsement requires.

Operating a vacation rental in Newport, OR

Newport homes take the full force of the Pacific: salt air pits hardware and fixtures, winter storms drive rain into siding and window seals, and sand and wet gear come through the door with every guest. Summer compresses the work into back-to-back turnovers. The city's short-term rental endorsement carries conditions that last as long as the licence: weekly garbage service with bins kept out of view of the street, a register of guests and vehicles for every stay, the endorsement and a parking diagram posted inside, and a tsunami evacuation map and emergency numbers in the home. Neighbour complaints need a response within an hour, and a contact must be reachable around the clock and able to reach the home within 30 minutes — the role a Fairly caretaker, who lives nearby and handles every turnover in person, is placed to fill.
