North Topsail Beach market overview

North Topsail Beach holds the northern end of Topsail Island, in Onslow County, and it is the island's residential end — houses and condos down New River Inlet Road to a four-wheel-drive beach access at the tip. Topsail is one of the world's northernmost loggerhead nesting grounds and North Topsail Beach leads the island's three towns for nests; the Karen Beasley Sea Turtle Rescue and Rehabilitation Center draws visitors of its own. Inside the town limits sits Ocean City, founded in 1949 as one of the few Atlantic beach communities where Black families could buy and build on oceanfront land.

The season is steep. Top-performing listings run 89% occupancy in July and 79% in June, then step down to 70% in August and 44% in September. May reaches 48%, October 30%, and January and February sit near 10%. Nightly rates more than double between the winter floor and the July peak.

Vacation Rental Taxes and Regulations in North Topsail Beach, NC

Lodging and sales taxes

Three levies reach a North Topsail Beach booking, and together they come to 13%. North Carolina treats the gross receipts from renting an accommodation as a retail sale, so state and local sales and use tax applies — 7% in Onslow County. Two occupancy taxes of 3% each sit on the same receipts: Onslow County's room occupancy tax, reported monthly to the county Finance Office and due by the 15th, and the town's own accommodation tax on gross receipts inside the corporate limits, which North Topsail Beach allocates to beach nourishment. The Department of Revenue counts cleaning, linen, pet and damage fees as taxable receipts, so all three taxes follow the whole guest charge rather than the nightly rate.

Registering your rental

Renting your home to visitors here is allowed, and every registration is a tax registration. There are three: a sales and use tax account with the North Carolina Department of Revenue, filed on Form E-500; a room occupancy tax account with Onslow County Finance; and an accommodation tax return with the town's Finance Officer. There is no fourth step. The town operates no short-term rental permit, licence, cap or lottery, and neither the town code nor the unified development ordinance defines short-term rental as a separate use. State law also limits how far a local government can go in requiring an owner to register a residential rental.

Flood insurance and the Coastal Barrier Resources Act

The town reports that the federal Coastal Barrier Resources Act covers roughly 56% of its land, inside map unit L06, and homes in a designated unit are generally ineligible for the National Flood Insurance Program; owners there carry private flood coverage instead. The Act restricts federal spending, not private development and not renting, and structures predating the designation can still qualify. Whether a particular parcel sits inside the unit is settled on the Fish and Wildlife Service's official map.

The rental agreement

The North Carolina Vacation Rental Act governs the rental itself. A stay of fewer than 90 days taken for vacation or leisure by someone with a permanent home elsewhere needs a written vacation rental agreement, and the Act sets how money paid in advance of the stay is handled.

How Fairly handles it

We register your home for North Carolina sales and use tax, for the Onslow County room occupancy tax and for the town accommodation tax, and we collect and remit all three on every booking. Your home is listed on Airbnb, Vrbo and Fairly.com. Flood and property insurance stay with you.

Operating a vacation rental in North Topsail Beach, NC

July runs near 89% occupancy, so turnovers stack inside a narrow window and a missed clean shows up in the calendar the same week. The town collects refuse on Wednesdays year round and adds a Saturday run from early May through late October; carts go out no earlier than noon the day before and come off the roadside by 10 a.m. the morning after, with a per-day fine for carts left out. Beach chairs and umbrellas still on the strand overnight are treated as abandoned property and removed by the town. Every town-controlled lot is paid parking and on-street parking is not permitted. Those rules need someone near the house. Your caretaker is your single point of contact and lives close enough to move a cart or clear the strand before it becomes a citation, and you can change caretakers whenever you want.

Frequently asked questions

Do I need a permit to short-term rent in North Topsail Beach?

No. The town runs no short-term rental permit, licence or registration programme, and its code does not define short-term rental as a separate use. What you need are three tax accounts: sales and use tax with the North Carolina Department of Revenue, room occupancy tax with Onslow County, and the town's own accommodation tax. Fairly registers your home for all three.

What taxes does a North Topsail Beach vacation rental owe?

Three, totalling 13%. Combined North Carolina state and local sales and use tax of 7%, a 3% Onslow County room occupancy tax reported monthly to the county Finance Office, and a 3% town accommodation tax that funds beach nourishment. The taxable amount includes cleaning, linen, pet and damage fees, not only the nightly rate. Fairly collects and remits all three.

Can a North Topsail Beach home get flood insurance?

It depends where it sits. The town reports that the Coastal Barrier Resources Act covers roughly 56% of its land, and homes inside that unit are generally ineligible for the National Flood Insurance Program, so owners carry private flood coverage. Structures predating the designation can still qualify. The Fish and Wildlife Service's official map settles any individual parcel.
