Yes, and it is the county that governs

Most of the rental market that mails as Pensacola sits outside the city limits, in unincorporated Escambia County — Perdido Key, the Perdido Bay shoreline, the neighbourhoods west of the bayou — so county rules are the ones that reach it. Neither the county nor the City of Pensacola runs a vacation-rental permit programme, and Florida law bars a local government from prohibiting vacation rentals or regulating how long or how often they are rented. What a home needs is a state licence and three registrations.

Lodging and sales taxes

Bookings carry 12.5% in tax. Escambia County levies a 5% tourist development tax on every rental of six months or less, remitted to the Clerk of the Circuit Court and Comptroller. Florida adds 7.5% — the 6% state sales tax plus Escambia's 1.5% discretionary surtax — filed with the Department of Revenue on one sales-and-use return. Both apply to everything a guest is required to pay, cleaning and pet fees included. The county return is delinquent after the 20th of the following month, and is owed for every period, including the winter months when nothing books.

Registering your rental

Start with the state: a Florida DBPR vacation rental licence from the Division of Hotels and Restaurants, issued as a dwelling or condominium licence and renewed each June 1 in the district covering Escambia. Open the tax accounts next — sales tax with the Department of Revenue, tourist development tax with the Escambia County Clerk's Treasury Division. Then an Escambia County business tax receipt from the Tax Collector, which every business in the county carries inside or outside city limits and which expires each September 30. A home inside the city limits needs a Pensacola business tax receipt too.

What Perdido Key adds

The Key is beach mouse and sea turtle habitat. All unattended personal property must be off Gulf-front property daily from an hour after sunset to an hour after sunrise. South of Semmes Road, native vegetation cannot be cut, pruned or removed, and no herbicide or pesticide may be applied. Exterior lighting must meet the county's barrier-island standards: shielded, long-wavelength fixtures, with interior light screened from the beach.
