Panama City Beach market overview
Panama City Beach is a Gulf-front resort city strung along Front Beach Road, with sugar-white sand and clear green water running the length of town and Pier Park at its center for shopping and dining. At the eastern end of the beach, St. Andrews State Park adds snorkeling, fishing and the shuttle to Shell Island. Across the Hathaway Bridge, Panama City sits on the bay side, and to the west along US 98 the coast runs on to Santa Rosa Beach and Scenic Highway 30A. Demand climbs quickly once winter ends: March brings spring break and the first busy weeks of the year, April and May build steadily, and June and July are the peak — the fullest calendars and highest nightly rates of the year, carried by family summer vacations. The season breaks sharply in August as school calendars restart, and September and October settle into a quieter shoulder of couples, anglers and weekend trips. November through February is the off-season, with January the slowest month.

Vacation Rental Taxes and Regulations in Panama City Beach, FL
Can my Panama City Beach home be a short-term rental?
Usually, yes — location decides the rules. Inside the City of Panama City Beach, the city's Land Development Code allows vacation rentals on the Gulf side of Front Beach Road, which is essentially the whole beachfront inside city limits (mostly CH, with a few R-1C, R-2 and R-TH stretches), along the commercial frontage of Front Beach Road, Hutchison Boulevard and Panama City Beach Parkway (CH, CL, CM), and on the condo and townhome sites scattered inland (R-2, R-3, R-TH). The single-family neighborhoods north of Front Beach Road and north of the parkway (R-1A, R-1B, and R-1C north of Front Beach Road) do not allow them; the city's zoning map shows each parcel's district. Stays must run at least three days in R-1C, R-2 and R-3, and at least a week in R-TH. Much of the beach with a Panama City Beach address, including the Thomas Drive corridor and stretches of the west end, lies outside city limits in unincorporated Bay County, which regulates vacation rentals through a county certificate.
Registering your rental
Start with the state: a vacation rental licence from the Florida Department of Business and Professional Regulation, required once a whole home is rented more than three times a year for stays under 30 days, or advertised as regularly rented. Register for Florida sales tax and the Bay County tourist development tax next. The local step depends on location:
- City of Panama City Beach — a city Business Tax Receipt, then a Vacation Rental Certificate from Panama City Beach Fire Rescue. The application carries a notarized affidavit, the state licence, the tourist development tax registration and the Business Tax Receipt; a fire inspection follows, and the home may keep renting while it waits. It renews with a new inspection every year, and on any change of ownership.
- Unincorporated Bay County — a Short-Term Vacation Rental Certificate for buildings of one to four units; high-rise condominiums are exempt. The application includes a notarized affidavit, a fire-safety self-checklist, the state licence and tax registration; the county inspects before issuing it, its number must appear in every listing, and it renews annually.
Lodging taxes
Every stay of six months or less carries Florida's 6% sales tax and Bay County's 1% discretionary surtax, filed with the Florida Department of Revenue. Bay County adds a 5% tourist development tax across the city and the beach from the Phillips Inlet Bridge to the Hathaway Bridge south of Panama City Beach Parkway, so county homes along the beach owe it too. It covers the full guest charge, cleaning fees included, and is filed monthly with the Bay County Tax Collector. Inside city limits, the city adds a 1% business tax on rental receipts, filed monthly with its Business Tax Division.
How Fairly handles it
Fairly registers your home for the Florida sales tax and the Bay County tourist development tax, and collects and remits the state tax, the county surtax, the tourist development tax and, inside city limits, the city's 1% business tax on every booking. We assist with the state licence, the city or county certificate, and each annual renewal and inspection.
Operating a vacation rental in Panama City Beach, FL
Operating in Panama City Beach means fitting most of a year's turnovers into March through July. In Gulf-front condominium towers, elevators, garage parking and building check-in rules set the pace of a turnover; beach houses add a pool to every changeover. Heat and humidity keep air conditioning under load all summer, and salt air works on sliders, locks and HVAC coils year round. Hurricane season overlaps the busiest weeks, so storm preparation is part of the calendar. Inside city limits, the Vacation Rental Certificate carries ongoing duties: annual re-registration and fire inspection, a posted guide with occupancy, trash days, beach flags and an evacuation map, and a responsible party reachable around the clock who can get to the home within an hour. Fairly's caretaker lives nearby and is exactly that contact, handling turnovers and walkthroughs in person.
Frequently asked questions
A flat 20% of rental revenue, with no long-term contract and no hidden fees. Fairly earns its commission only on the bookings your Panama City Beach home actually takes, and the rate covers pricing, guest messaging, listings on Airbnb, Vrbo and Fairly.com, and collecting and remitting the lodging taxes. The cleaning fee guests pay goes to your caretaker, who also earns a share of Fairly's commission.
Inside city limits, yes: a city Business Tax Receipt and a Vacation Rental Certificate from Panama City Beach Fire Rescue, renewed with a fire inspection every year, in a zoning district that allows vacation rentals. In unincorporated Bay County, houses and small buildings need a county Short-Term Vacation Rental Certificate. Both require a state DBPR licence first. Fairly assists with each application.
Florida's 6% sales tax and Bay County's 1% surtax, filed with the Department of Revenue, plus Bay County's 5% tourist development tax, which covers the city and the beach corridor outside it. Homes inside city limits also owe the city's 1% business tax. Fairly collects and remits all of them on every booking.
June and July, by a wide margin — they bring the fullest calendars and highest nightly rates of the year. Spring break lifts March, and April and May build toward summer. Demand drops sharply in August once schools restart, September and October hold a quieter shoulder, and November through February is the off-season.
