Clearwater market overview

Clearwater draws visitors for its Gulf beaches, and demand follows the northern winter. Bookings build from January, and February through April is the strongest stretch of the year: occupancy among the area's best-run rentals peaks in March, above 80%, with the year's highest nightly rates, as snowbirds, spring-break families and Philadelphia Phillies spring training fans arrive. Early summer holds steady at around 60% occupancy on family beach trips.

Late summer and fall are the quiet season. From August through December occupancy sits in the 40s, dipping below 40% in September, the heart of hurricane season. Rates move less than occupancy does, so earnings here are driven by filling the calendar from February through July rather than by peak-week pricing alone.

Vacation Rental Taxes and Regulations in Clearwater, FL

Can your home rent by the night?

It depends on how your parcel is zoned. Clearwater's Community Development Code treats a rental of less than 31 days or one calendar month, whichever is less, as an overnight accommodation use, which the city permits in districts such as Tourist, Commercial and Downtown. On residentially zoned land it is allowed only as part of an owner's own residence, so a whole home there may not be rented, or advertised, for shorter stays. The rule predates the cutoff in Florida's vacation-rental preemption, so it still stands.

So a home in a residential neighborhood rents by the month, which suits Clearwater's long winter stays. A property in a tourist, commercial or downtown district can rent by the night. The city's zoning atlas shows which district a parcel is in.

Outside city limits

Many homes with a Clearwater mailing address sit in unincorporated Pinellas County, where the county's rules apply and nightly rentals are allowed with a short-term rental Certificate of Use. The certificate requires a safety inspection before issue and every two years after, annual renewal, occupancy of two per bedroom plus two in a common area (ten at most), and a posted notice naming the responsible party. The home's location relative to the city limit decides which rules apply, not its mailing address.

Registering your rental

Inside the city, a residential rental needs a Clearwater business tax receipt that names a local contact with a working local phone and street address. A home rented more than three times a calendar year for stays under 30 days, or advertised that way, also needs a vacation rental licence from Florida's Department of Business and Professional Regulation.

Lodging taxes

Every stay of six months or less is taxable, monthly stays included. Florida's 6% sales tax and Pinellas County's 1% discretionary surtax go to the Florida Department of Revenue; the county's 6% tourist development tax goes to the Pinellas County Tax Collector. Together that is 13%.

How Fairly handles it

We register your home for Florida sales tax and the Pinellas County tourist development tax, and collect and remit both on every booking. We assist with the city business tax receipt, the state vacation rental licence and, outside city limits, the county Certificate of Use and its annual renewal.

Operating a vacation rental in Clearwater, FL

Running a Clearwater rental means two very different seasons. Winter and spring bring the guests, and in residential neighborhoods those guests stay a month or longer, so a home needs looking after while it is occupied: an air conditioner or water heater that fails mid-stay can't wait for checkout. In tourist and commercial districts, nightly stays mean quick back-to-back turnovers through the spring peak.

The city's residential-rental rules require a local contact with a working local phone number and a street address in Pinellas, Hillsborough, Pasco, Manatee or Sarasota County. Your Fairly caretaker lives nearby, exactly the kind of reachable local contact that rule contemplates.

Summer and fall coincide with hurricane season. Shutters, outdoor furniture and flood preparations need a plan before a storm is named, and the home needs a walkthrough after one passes. Salt air wears on air-conditioning, screens and exterior fixtures year-round.
